The U.S. Department of Commerce (Commerce) preliminarily determines that Dongkuk S&C Co., Ltd. (Dongkuk) did not make sales of subject merchandise at less than normal value (NV) during the period of review (POR), August 1, 2024, through July 31, 2025. In addition, we are rescinding the review with respect to eight companies. Interested parties are invited to comment on these preliminary results of review.

On September 4, 2026, the U.S. Court of International Trade (CIT) issued its final judgment in Wind Tower Trade Coalition v. United States, Court no. 24-00070, sustaining the U.S. Department of Commerce (Commerce)'s remand results pertaining to the administrative review of the antidumping duty (AD) order on utility scale wind towers (wind towers) from the Republic of Korea (Korea) covering the period August 1, 2021, through July 31, 2022. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the administrative review, and that Commerce is amending the final results with respect to the dumping margin assigned to Dongkuk S&C Co., Ltd. (Dongkuk).

That notice did not include our final determination of no shipments, the dumping margin and the appendix listing companies not selected for individual review, and information in the "Assessment Rates" section for companies not selected for individual review. Moreover, the notice listed incorrect dates for the period of review (POR) in the "Final Results of Review" section.
