On September 23, 2026, the U.S. Court of International Trade (CIT) issued its final judgment in China Cornici Co., Ltd. and Raoping Hongrong Handicrafts Co., Ltd. v. United States, Court nos. 23-00216 & 23-00217, sustaining the first remand results issued by the U.S. Department of Commerce (Commerce) pertaining to the administrative review of the antidumping duty (AD) order on wood mouldings and millwork products from the People's Republic of China (China), covering the period of review (POR) August 12, 2020, through January 31, 2022. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the administrative review, and that Commerce is amending the final results with respect to the rescission of the administrative review for China Cornici Co. Ltd. (China Cornici) and the corresponding cash deposit rate assigned to the company.

Commerce also determines that Fujian Yinfeng Imp & Exp Trading Co., Ltd./Fujian Province Youxi City Mangrove Wood Machining Co., Ltd. (Yinfeng/Mangrove) did not sell subject merchandise to the United States at prices below NV during the POR. Additionally, we are rescinding this review with respect to 12 companies that had no reviewable entries of subject merchandise during the POR.

(Jinquan/Baiyuan) and 22 non-individually examined and separate-rate eligible exporters of wood mouldings and millwork products (millwork products) from the People's Republic of China (China) sold subject merchandise to the United States at prices below normal value (NV) during the period of review (POR), February 1, 2022, through January 31, 2023. Commerce also preliminarily determines that Fujian Yinfeng Imp & Exp Trading Co., Ltd./Fujian Province Youxi City Mangrove Wood Machining Co., Ltd. (Yinfeng/Mangrove) did not sell subject merchandise to the United States at prices below NV during the POR. We intend to rescind this review with respect to 12 companies for which the U.S. Customs and Border Protection (CBP) data show no entries of the subject merchandise from these companies during the POR. Additionally, we are rescinding this administrative review with respect to seven companies because the requests for review for these companies were timely withdrawn. Finally, we preliminarily find that four companies are part of the China-wide entity. We invited interested parties to comment on these preliminary results.

Commerce further determines that Fujian Shunchang Shengsheng Wood Industry Limited Company (Shunchang Shengsheng), Xiamen Jinxi Building Material Co., Ltd. (Xiamen Jinxi), and Zhangzhou Green Wood Industry and Trade Co., Ltd. (Greenwood) made no shipments of subject merchandise during the POR and that Gaomi Hongtai Home Furniture Co., Ltd. has not established eligibility for a separate rate and, therefore, is part of the China- wide entity. Additionally, we are rescinding this administrative review with respect to three companies that are not eligible for review because they either had no reviewable entries during the POR or are U.S. resellers.
