The U.S. Department of Commerce (Commerce) published a notice in the Federal Register in March, 2025 in which Commerce announced that a recent U.S. Court of International Trade (CIT) decision was not in harmony with the final determination of Commerce's antidumping duty investigation on mattresses from Indonesia; and as a result of this decision, Commerce is revoking the antidumping duty order. This notice failed to include language about providing a refund to the companies affected by this order.

On February 18, 2025, the U.S. Court of International Trade (CIT) issued its final judgment in PT. Zinus et al. v. United States, Slip Op. 25-15, Consol. Ct. No. 21-277, (February 18, 2025) (PT. Zinus III), sustaining the U.S. Department of Commerce (Commerce)'s second remand redetermination pertaining to the antidumping (AD) duty investigation of mattresses from Indonesia covering the period of investigation January 1, 2019, through December 31, 2019. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final determination in that investigation, and that Commerce is amending the final determination from affirmative to negative as a result of the dumping margin assigned to PT. Zinus Global Indonesia (Zinus Indonesia) changing from 2.22 percent to 0.00 percent. Thus, Commerce is revoking the AD order on mattresses from Indonesia.

The U.S. Department of Commerce (Commerce) determines that PT Ecos Jaya Indonesia and PT Grantec Jaya Indonesia (collectively, Ecos/ Grantec) and one non-individually examined company made sales of subject merchandise in the United States at prices below normal value (NV) during the period of review (POR), May 1, 2022, through April 30, 2023. Additionally, Commerce determines that PT. Zinus Global Indonesia (Zinus Indonesia) did not make sales of mattresses from Indonesia at prices below NV during the POR. Moreover, we are rescinding this review with respect to one company that withdrew its request for review and 29 companies that had no reviewable entries during the POR.

This notice incorrectly stated that the 2023-2024 antidumping duty administrative review of mattresses from Indonesia would be deferred for one year.

Commerce further determines that sales of subject merchandise made by the non-individually examined companies were at prices below NV.
