   As a result of the determinations by the U.S. Department of Commerce (Commerce) and the U.S. International Trade Commission (ITC) finding that revocation of the antidumping duty (AD) orders on prestressed concrete steel wire strand (PC strand) from Brazil, India, Japan, Mexico, the Republic of Korea (Korea), and Thailand and the countervailing duty (CVD) order on PC strand from India would likely lead to the continuation or recurrence of dumping, countervailable subsidies, and material injury to an industry in the United States, Commerce is publishing a notice of continuation of these AD and CVD orders.

   The U.S. Department of Commerce (Commerce) finds that revocation of the antidumping duty (AD) orders on prestressed concrete steel wire strand (PC strand) from Brazil, India, Mexico, the Republic of Korea (Korea), and Thailand would be likely to lead to continuation or recurrence of dumping, at the levels indicated in the "Final Results of Sunset Reviews" section of this notice.

   The U.S. Department of Commerce (Commerce) published notice in the Federal Register of September 27, 2024, in which Commerce published the final determination in the circumvention inquiry of the antidumping duty (AD) order on prestressed concrete steel wire strand (PC strand) from Mexico. This notice omitted the section ordering the liquidation of entries of merchandise subject to the AD order on PC strand from Mexico as a result of the affirmative determination of circumvention.

   The U.S. Department of Commerce (Commerce) determines that imports of certain high carbon steel (HCS) wire that are produced in Mexico and assembled or completed into prestressed concrete steel wire strand (PC strand) in the United States are circumventing the antidumping duty (AD) order on PC strand from Mexico.

   Antidumping Duty Order on Prestressed Concrete Steel Wire Strand From Mexico: Preliminary Affirmative Determination of Circumvention ↗

   The U.S. Department of Commerce (Commerce) preliminarily determines that imports of certain high carbon steel (HCS) wire that are produced in Mexico and assembled or completed into prestressed concrete steel wire strand (PC strand) in the United States are circumventing the antidumping duty (AD) order on PC strand from Mexico. As a result, all imports of certain HCS wire from Mexico will be subject to suspension of liquidation on or after July 31, 2023. Commerce is also imposing a certification requirement. We invite interested parties to comment on this preliminary determination.

   In response to a request from Insteel Wire Products Company, Sumiden Wire Products Corporation, and Wire Mesh Corp. (collectively, the requestors), the U.S. Department of Commerce (Commerce) is initiating a country-wide circumvention inquiry to determine whether imports of certain high carbon steel (HCS) wire from Mexico that are assembled or completed into prestressed concrete steel wire strand (PC strand) in the United States, are circumventing the antidumping duty order on PC strand from Mexico.
