Imported goods subject to the application of safeguard measures temporarily include billet h burp p alloy and non-alloy steel and long steel products, alloy and non-alloy including wire rod and rebar is made from billet import imported into Vietnam, with HS code: 7207.11.00; 7207.19.00; 7207.20.29; 7207.20.99; 7224.90.00; 7213.10.00; 7213.91.20; 7214.20.31; 7214.20.41; 7227.90.00; 7228.30.10; 9811.00.00. Billet and long steel products with the following characteristics are excluded from the scope of the provisional safeguard measure: (1) Alloy steel billets other than stainless steel, without rectangular cross-sections (including squares), having a width greater than 2 times the thickness, of average dimensions width and height <100mm or> 180mm thick; (2) billet h burp p alloy stainless steel is not one of the elements contain content percentage (%) in the following ranges: C > 0.37%; Si> 0.60%; Cr> 0.60%; Ni> 0.60%; Cu> 0.60%; (3) Flat round bar steel, nominal diameter greater than 14 mm; (4) Steel contains one of the elements containing a percentage (%) in the following range: C > 0.37%; Si> 0.60%; Cr> 0.60%; Ni> 0.60%; Cu> 0.60%. For organizations / individuals importing steel billets and long steel, in order to be exempt from the temporary safeguard measure, when importing goods , they need to provide customs authorities with appropriate documents to evidencing that goods imported th OA meets the criteria to be exempted apply safeguard measures as above.
