On February 25, 2022, the Department of Commerce (Commerce) published the notice of initiation and preliminary results of the changed circumstances review (CCR) of the countervailing duty (CVD) order on heavy walled rectangular welded carbon steel pipes and tubes (HWR pipes and tubes) from the Republic of Turkey (Turkey). Commerce preliminarily determined that [Ouml]zdemir Boru Profil Sanayi ve Ticaret Anonim Sirketi (Ozdemir A.S.) is the successor-in-interest to [Ouml]zdemir Boru Profil Sanayi ve Ticaret Limited Sirketi (Ozdemir LLC) and, as a result, should be accorded the same CVD cash deposit treatment as Ozdemir LLC with respect to subject merchandise. For these final results, Commerce continues to find that Odzemir A.S. is the successor-in-interest to Ozdemir LLC and is entitled to the same cash deposit treatment as Ozdemir LLC under the CVD order on HWR pipes and tubes from Turkey.

As a result of the determinations by the Department of Commerce (Commerce) and the International Trade Commission (ITC) in their five-year (sunset) reviews that revocation of the antidumping duty (AD) orders on heavy walled rectangular welded carbon steel pipes and tubes (HWR pipes and tubes) from the Republic of Korea (Korea), Mexico, and the Republic of Turkey (Turkey) and the countervailing duty (CVD) order on HWR pipes and tubes from Turkey would likely lead to a continuation or recurrence of dumping and net countervailable subsidies, and material injury to an industry in the United States, Commerce is publishing a notice of continuation of the AD orders on HWR pipes and tubes from Korea, Mexico, and Turkey, and the CVD order on HWR pipes and tubes from Turkey.

The Department of Commerce (Commerce) is initiating a changed circumstances review (CCR) to determine whether [Ouml]zdemir Boru Profil Sanayi ve Ticaret Anonim Sirketi (Ozdemir A.S.) is the successor-in-interest to [Ouml]zdemir Boru Profil Sanayi ve Ticaret Limited Sirketi (Ozdemir LLC) in the context of the countervailing duty (CVD) order on heavy walled rectangular pipes and tubes (HWR pipes and tubes) from the Republic of Turkey (Turkey). We also preliminarily determine that Ozdemir A.S. is the successor-in-interest to Ozdemir LLC. Interested parties are invited to comment on these preliminary results.

As a result of this sunset review, the Department of Commerce (Commerce) finds that revocation of the countervailing duty (CVD) order on heavy walled rectangular welded carbon steel pipes and tubes (HWR pipes and tubes) from the Republic of Turkey (Turkey) would be likely to lead to the continuation or recurrence of countervailable subsidies at the levels indicated in the "Final Results of Sunset Review" section of this notice.
