In addition, we are rescinding the review with respect to CP Kelco (Shandong) Biological Company Limited (CP Kelco Shandong), Deosen Biochemical Ltd., Langfang Meihua Biotechnology Co., Ltd., Meihua Group International Trading (Hong Kong), Meihua Group International Trading (Hong Kong) Limited, and Xinjiang Meihua Amino Acid Co., Ltd. Interested parties are invited to comment on these preliminary results of review.

The U.S. Department of Commerce (Commerce) determines that Neimenggu Fufeng Biotechnologies Co., Ltd. (aka Inner Mongolia Fufeng Biotechnologies Co., Ltd.), Shandong Fufeng Fermentation Co., Ltd., and Xinjiang Fufeng Biotechnologies Co., Ltd. (collectively, Fufeng) and Deosen Biochemical (Ordos) Ltd. (Deosen) sold xanthan gum from the People's Republic of China (China) at less than normal value during the period of review (POR), July 1, 2023, through June 30, 2024. Additionally, we find that Jianlong Biotechnology Co., Ltd. (Jianlong), Jilin Meihua Amino Acid Co., Ltd (Jilin Meihua), Meihua Group International Trading (Hong Kong) Limited/Langfang Meihua Biotechnology Co., Ltd.,/Xinjiang Meihua Amino Acid Co., Ltd (Meihua), and Ningxia Top Hydrocolloids Co., Ltd.(Ningxia) are eligible for a separate rate. Commerce also determines that Deosen Biochemical Ltd., had no shipments during the POR.

On May 12, 2026, the U.S. Court of International Trade (CIT) issued its final judgment in Neimenggu Fufeng Biotechnologies Co., Shandong Fufeng Fermentation Co., Ltd., and Xinjiang Fufeng Biotechnologies Co., Ltd., and Meihua Group International (Hong Kong) Limited and Xinjiang Meihua Amino Acid Co., Ltd., v. United States, Court No. 23-00068, sustaining the U.S. Department of Commerce's (Commerce) second remand results pertaining to the administrative review of the antidumping duty (AD) order on xanthan gum from the People's Republic of China (China) covering the period July 1, 2020, through June 30, 2021. Commerce is notifying the public that the CIT's final judgment is not in harmony with Commerce's final results of the administrative review, and that Commerce is amending the final results with respect to the dumping margin assigned to Fufeng Biotechnologies Co., Ltd. (aka Inner Mongolia Fufeng Biotechnologies Co., Ltd.), Shandong Fufeng Fermentation Co., Ltd., and Xinjiang Fufeng Biotechnologies Co., Ltd. (collectively, Fufeng), and Meihua Group International Trading (Hong Kong) Limited, Langfang Meihua Biotechnology Co., Ltd., and Xinjiang Meihua Amino Acid Co., Ltd. (collectively, Meihua).

As a result of the determinations by the U.S. Department of Commerce (Commerce) and the U.S. International Trade Commission (ITC) that revocation of the antidumping duty (AD) order on xanthan gum from the People's Republic of China (China) would likely lead to the continuation or recurrence of dumping and material injury to an industry in the United States, Commerce is publishing a notice of continuation of this AD order.
