The U.S. Department of Commerce (Commerce) preliminarily determines that sales of certain carbon and alloy steel cut-to-length plate (CTL plate) were made at less than normal value (NV) during the period of review (POR), May 1, 2024, through April 30, 2025. In addition, we are making a preliminary determination of no shipments by NLMK Clabecq S.A., NLMK Plate Sales S.A., NLMK Sales Europe S.A., NLMK Manage Steel Center S.A., and NLMK La Louviere S.A. (collectively, NLMK Belgium), and rescinding the review for one company. Interested parties are invited to comment on these preliminary results of review.

Further, as a result of the ITC's determination that revocation of the AD order on CTL plate from Brazil is not likely to lead to continuation or recurrence of material injury to an industry in the United States, Commerce is revoking the AD order on CTL plate from Brazil.

The U.S. Department of Commerce (Commerce) published notices in the Federal Register of July 6, 2021, and June 6, 2022, respectively, in which Commerce announced the initiation and preliminary results and partial rescission of the 2020-2021 administrative review of the antidumping duty (AD) order on certain carbon and alloy steel cut-to-length plate (CTL Plate) from Belgium. In these notices, Commerce inadvertently misspelled the company name of NLMK Verona SpA, a company for which we initiated and subsequently rescinded an administrative review.

The sunset period of review is 2017- 2021.
